Incommunicado 05

Incommunicado 05 is a public debate and a two-day working conference that will attempt to offer a critical survey of the current state of 'info-development', most recently known by its catchy acronym 'ICT4D'. This dossier offers some introductory reading on the subject, relevant materials from the Balie archive and we will bring video documentation on-line here after conclusion of the conference.

Long considered a marginal policy field dominated by technology experts, info-development is embroiled in a full-fledged info-politics, negotiated in terms of corporate accountability, state transformation, and the role of an international civil society in the creation of a new world information order. Emerging from the 'incommunicado' internet forum, the work conference will start mapping some of the faultlines of such a politics, and it will do so by engaging people from different info-political backgrounds in a collaborative exploration of concepts and strategies.

The conference is organized by the Institute of Network Cultures (Amsterdam) together with Waag Society (Amsterdam) and the New Media Centre Sarai (Delhi), with support from HIVOS, IICD, and the Netherlands Ministry of Foreign Affairs. tekst uitklappen [ + ]

The Delhi Declaration of A New Context for New Media

Preface

The discussions that gave rise to this document took place at a meeting of an 'International Working Group on New Media Culture' hosted by the Open Cultures Network - a network created by the Waag Society, Amsterdam, Sarai-CSDS Delhi and Public Netbase, Vienna. The meeting, which featured contributions by artists, theorists, critics, curators, arts administrators, researchers, social scientiests and software programmers from India, the Netherlands, the United Kingdom, France, Finland, Italy, Australia, New Zealand and Canada took place at Sarai-CSDS, Delhi in January 2005.

This text is a draft of a declaration ('The Delhi Declaration') that emerged from this meeing. This draft of the Delhi Declaration is written by Shuddhabrata Sengupta from Sarai CSDS & Raqs Media Collective, Delhi and Tapio Makela, m-Cult, Helsinki based on the inputs and contributions made by the members of the working group during the course of their deliberations.

Incommunicado 05
De Balie, Amsterdam. June 15-17, 2005

In early 2004 Geert Lovink and Soenke Zehle started a research project and mailing list devoted to a number of subjects, including a critique of information and communication technology for development (ict4d). As they said in their introduction, “there is a great need for a radical critique of notions such as 'information society', e-governance', 'digital divide' or 'civil society'”.

The conference grew out of discussions on the list and planning by Lovink's Institute of Network Cultures, Zehle, and an Indian organization, Sarai New Media Initiative. Sponsors included Waag Society in Amsterdam, and aid organizations based in the Netherlands: Buza, Hivos, and IICD.

Tensions at WSIS

During a small side meeting at PrepCom III of the World Summit on the Information Society (WSIS), a member of the Canadian delegation summed up very well the unique nature and challenges of the Summit, when he remarked that "WSIS appears to deal with the universe and its surroundings."

A few weeks have elapsed since the closing of the Geneva event, and I have had time to reflect on the Summit process. In these paragraphs I would like to note a number of key tensions that have characterized it, and also share some personal observations about what has transcended thus far.
